PPWR compliance for e-commerce

Regulation (EU) 2025/40 on packaging and packaging waste applies from 12 August 2026.

If you sell goods in packaging, whether an online shop, a retailer or an importer, PPWR probably applies to you. You do not need to read the whole regulation. You need to know which role you are in and what you must have ready.

What changes for small retailers

• An EU Declaration of Conformity for packaging. Packaging you place on the market needs a document following Annex VIII of the Regulation. If any mandatory element is missing, the packaging is deemed not to conform.
• Your role determines your obligations. Manufacturer, importer and distributor do not carry the same duties, and most retailers are not certain which role they are in.
• Technical documentation must be retained. It has to be kept for years after the packaging is placed on the market, not just until it ships.
